P2415Q dead on arrival?

The product was delayed in delivery (manufacturing?) and since it's arrival a week back, it has not worked at all?

After three long nights, I'm just about reached the conclusion that the monitor may be dead?

Screen keeps showing the "No DP Cable", when I click menu items (after extensively reading the manual, and installing and reading all the documents on the CD), only the locked symbol appears on the screen.

According to the Dell Display manager, I have all the right drivers for my video card (the system purchased the same time as the display is the XPS8700 with the GTX745.  The card displays on my old Samsung SyncMaster730B just fine, but each time I plug in the P2415Q, I hear the USB beep and my old screen goes blank. When I unplug the P2415Q, the picture comes back on my old screen.  Very perculiar.  Today I spent another $330 bucks on the GTX960 after reading another review that this card will allow me to get the 4K picture.  I was probably a bit too optimistic, because the P2415Q exhibited the same "deadness" on the brand new card. 

The Samsung is connected using DVI to HDMI on the card.  The P2415Q is connected using the miniDP on the screen, and the DP on the GTX960.  The same workings occur for my old Samsung screen on the GTX745 on the HDMI, but when I plug the P2415Q using HDMI to HDMI, also nothing.

Please help, I've exhausted all avenues (including installing the latest Nvidia drivers and those recommended by the DELL support tool.  Any feedback or tips to help me determine if this screen is indeed a dead hardware will be most appreciated.
