E248WFP refuses to work with XFX 7970HD

hi guys, finally finished my i7 build after so many years of pentium D horridness, which ended up getting stolen... which Tiro uspss was kind enough to give me an E4xxx computer to use during exams

anywho.... im getting some annoying display problem

specs:
i7 3770k @ stock
P8Z77i deluxe by asus
16gb ripjaws
128gb ssd
7970HD XFX 3GB
HX850
W 7 64 bit licensed

Dell 248WFP 24" entry level LCD

what happens: turn the computer on, ASUS logo appears, then the WINDOWS and the little windows balls align to make the windows logo. Screen goes blank. then a message on the LCD flickers. Here is a video along with a screenshot of the message. The flickering will go on indefinately

HOWEVER. when i plug in a different card, ie a spare 7900GT or a borrowed 6950HD it boots into windows fine:

ive tried using direct DVI, DP to DVI and DP to DVI to VGA

now, one in about 10 boots will actually make it into windows, and ive checked in catalyst control and windows gui control that res is set to 1920x1200 @ 60hz. ive even tried other resolutions to no avail (by the way, the times it does make it into windows, temps are fine and it plays games flawlessly)

The folks down at PLE (who have been dealing with this really well) have said they have never seen an xfx7970 do that, nor on their test bench could they get it to fail... so because this is a really old LCD (one of Dells first and cheapest 24" LCDs), im wondering if the LCD is not coping.. or could it be graphics?

help appreciated.... christmas is all about gaming for me....
-I did try it with a 17" LCD and it works fine, and tried this LCD on a different computer, also fine. The 248 doesnt like the 7970Hd... does anyone know why?
