Dell S2240T Weird Problem_Video link included

Hello,

Please view the video - it is pretty much self-explanatory.

1. I switch off the monitor using its power button while my computer is running a download, perhaps, and when I come back and switch it on, I notice this problem.

2. Touch does not function - as you can see in the video.

3. Mouse (cursor) functions erratically and re-positions itself on its own.

4. Reboot has solved the problem so far.

5. Experienced the problem multiple times in less than a month after purchase.

Any explanation / solution would be most welcome.
