P2815Q unbearably slow

I recently purchased a P2815Q monitor and I am quite satisfied with almost all of it... almost...

it`s clear and crisp (enough for my need) but the mouse in it feels like I was going through a VNC connection though a dial-up.  

I have a reasonably fast system running windows 8.1.  Driving the screen is a NVidia GTX 760 from which I am running a HD monitor through DVI and the P2815Q as my secondary monitor through the mini-dvi cable that came with the monitor.

mouse movement is normal when on the HD monitor (a dell U2212HM) but slows down quite noticeably when dragging over the larger 4k monitor.  It is quite intrusive in working with the monitor to a point that I am mostly using the HD and start to really question why I keep this huge pane of nothing next to my (now tiny) display.

drag.... wait... click... type, drag .... wait....  drag ... wait

the slowness of the cursor means I constantly overshoot the target and have to slow down movement and wait for the display to catch-up with the intended mouse cursor movement so I can correct the final destination.  The overall experience is tiresome to a point that it is nearly impossible to do any effective work without having the feeling that I ran a marathon while jumping in a jute sac.
